Consultant.  1995 to Present. (Selected relevant projects)

·         Wrote Requests for Proposals for transit agency ITS procurements and evaluated same, including route-deviation system for Potomac and Rappahannock Transportation  Commission

·         Columnist for Urban Transport International, English language magazine from France.

·         Performed case study analysis of unversity/transit system cooperation for the city of New Haven, Connecticut.

·         Researched Bus Rapid Transit vehicle technology and wrote chapter for forthcoming Transit Cooperative Research Program report.

·         Analyzed scheduling and operating plan options for the Bay Area Rapid Transit District (BART) network upon opening of the West Bay Extensions. Reviewed operational efficiency of existing network including marginal cost estimates. Recommended measures for improvement to the centralized control system, with Vukan R.Vuchic.
